Coinbase, the Blockchain Association and the DeFi Education Fund urged the Senate to pass the 616-page merged draft, while Sen. Angela Alsobrooks called its DOJ-led ethics enforcement "wild and unserious and stone-cold crazy."
Crypto executives and policy groups called on the Senate to move quickly after Senate Republicans released updated text of the Digital Asset Market Clarity Act on July 22, while key Democrats attacked the draft's approach to policing crypto conflicts of interest among government officials, the dispute most likely to determine whether the bill reaches 60 votes before the August recess.
Senate Banking Digital Assets Subcommittee Chair Cynthia Lummis released the updated text, which merges the versions passed by the Banking and Agriculture Committees into a single bill. The full text runs 616 pages, according to Fox Business alum and Crypto in America host Eleanor Terrett, who reported the release followed stakeholder briefing calls earlier in the day.
"This is another step in my years-long journey to ensure the U.S. leads the way on digital assets," Lummis said in the statement. "The coming weeks are likely the last real chance we will have for years to get this right." She added a commitment "to reaching a deal in the coming days that will allow this legislation to become law."
The Clarity Act, which cleared the Senate Banking Committee 15-9 in May, would split digital asset oversight between the SEC and the CFTC. Senate Majority Leader John Thune intends to move to floor action in the coming days before the summer recess, his office told CoinDesk.
Coinbase: "Let's Finish This"Coinbase CEO Brian Armstrong posted on X that the bill is "ready for a full Senate floor vote."
"The bill represents a true bipartisan compromise with thousands of hours of work on both sides, and it couldn't come at a better time," Armstrong wrote. "There's no federal framework, so bad actors like FTX can harm U.S. customers and much of the industry has gone offshore totally outside U.S. purview."
He said Stand With Crypto members have sent 950,000 messages to members of Congress, and cited polling he said shows 70% of American voters want comprehensive crypto legislation.
Coinbase Chief Policy Officer Faryar Shirzad thanked Senators Tim Scott, Lummis and John Boozman, writing that "while the industry did not get everything it wanted, this bill is an extraordinary achievement and strikes the right balance." In a thread, Shirzad highlighted 1:1 customer asset segregation rules, federal AML standards, and ethics language that he said covers the president and vice president "for the first time ever."
Blockchain Association CEO Summer Mersinger said in a statement the text "reflects years of work and a major step toward clear rules, strong consumer protections, robust ethics provisions, and continued U.S. leadership in digital assets," adding the group is "reviewing the text closely."
DeFi Developer Protections SurviveThe DeFi Education Fund, which has pressed for developer protections throughout the negotiations, said the Blockchain Regulatory Certainty Act section is unchanged, meaning non-custodial developers won't be treated as money transmitters. Developer protections under the Exchange Act and Commodity Exchange Act remain, as does the self-custody provision known as the Keep Your Coins Act.
The group counted 25 sections related to sanctions and anti-money laundering, including a new Title IX on law enforcement tools added in response to concerns from law enforcement groups.
"At first glance, this title appears to be smart regulation that will provide law enforcement with appropriate tools without overregulating software developers," the group wrote.
Ethics Section Remains the FlashpointAccording to Terrett, the ethics package was negotiated between the White House and GOP Senators Lummis and Bernie Moreno without Democratic sign-off. It bans the president, vice president, members of Congress, federal judges and their spouses from issuing or sponsoring digital assets for compensation while in office, with a sunset date of Jan. 20, 2029. Covered officials would have to sell crypto holdings or place them in a blind trust, and the Department of Justice would get civil enforcement authority, including the ability to sue exchanges that knowingly list prohibited tokens.
Democrats zeroed in on the DOJ's role. Speaking at a briefing event, Maryland Democrat Angela Alsobrooks called the enforcement proposal "wild and unserious and stone-cold crazy," according to Semafor reporter Eleanor Mueller. "We must empower state-level attorneys general. … It's an absolute that we cannot completely rely on the DOJ given what we've seen," Alsobrooks said.
Texas Republican John Cornyn told Mueller he shares some of law enforcement and banks' concerns over the text and is "diving in … to see if they can be addressed," adding it is "premature" to say whether he would vote against the bill: "We're just getting started."
Moreno pushed back on Democratic criticism, writing that "this ethics provision breaks new ground as the most powerful ethics language in US history," and calling for the bill to get a floor vote.

The letter came as the passage of a crypto market structure bill appeared increasingly unlikely, following Coinbase’s decision to pull support for the legislation.
The bill seeks to clarify jurisdictional boundaries between the SEC and the Commodity Futures Trading Commission, with the CFTC to assume oversight of spot crypto trading if it passes.
That development followed weeks of intensive lobbying on issues including decentralized finance (DeFi) and stablecoin rewards.
Under Paul Atkins, the SEC has dumped enforcement actions against numerous crypto firms, most of which were brought under former Chair Gary Gensler. In the letter, lawmakers specifically called out the agency’s retreat from cases involving Binance, Coinbase, and Kraken.
They underscored that crypto firms spent tens of millions of dollars to help U.S. President Donald Trump win re-election in 2024, before he tapped Atkins to reshape Gensler’s work. On the campaign trail, Trump accused the figurehead of leading an “anti-crypto crusade.”
Chasing the SunAlthough the letter was reminiscent of partisan conflicts over crypto in prior years, the lawmakers detailed “an opportunity to demonstrate to Americans that the SEC still has their back”: leaning back into its case against Sun, one of Trump’s biggest crypto boosters.
The SEC sued Sun in March 2023, claiming that his companies conducted over 600,000 wash trades to artificially inflate the TRX token’s volume, along with fraud and unregistered securities violations. The SEC asked a judge to pause the case in February to explore a resolution.
“The SEC’s request to stay the Sun litigation, and subsequent efforts to settle the matter, may have been unduly influenced by Sun’s relationship with the Trump family, including his significant financial contributions to their businesses,” they wrote.

Sun, who was recognized as a top holder of the president’s meme coin with a gold watch at a controversial private dinner last year, has also invested $75 million in World Liberty Financial, a DeFi project backed by members of the Trump family.
Sun said on X, in a since-deleted post, that he would buy $10 million worth of tokens offered by World Liberty in September, which lawmakers called “an apparent effort to persuade [the team] that he is committed to the project,” and that they should unlock his frozen tokens.
While the lawmakers devoted paragraphs to those companies, they also devoted several pages to the Chinese-born billionaire. The section reiterated allegations the SEC brought against Sun, including a celebrity endorsement scheme.
“In late 2024 and throughout 2025, including during pending settlement discussions with the SEC, Sun has gone above and beyond to funnel money to the Trump family crypto businesses,” the lawmakers wrote. “These circumstances create a clear appearance of regulatory capture and political interference that strikes at the heart of the SEC’s independence.”
The lawmakers added that their concerns are “compounded by outstanding questions regarding ties between the Tron Foundation, Sun, and the People’s Republic of China (PRC), which suggest that Sun may be a security risk” to the U.S.
Although Sun is a representative of Grenada, lawmakers cited news reports and court records indicating he resides in China and maintains links to PRC Party institutions. That included an announcement in 2021 from Sun that he would work with China’s Central Party School on a project linked to the country’s central bank and an internet censor.
The lawmakers cited a news report from The Verge, in which Sun suggested he had obligations to powerful government officials. They also referenced a pseudonymous investigator on X named “BoringSlueth,” who claims Tron’s 2017 initial coin offering drew deep participation from wallets connected to a CCP-linked “crypto crime cartel.”
“The Commission must demonstrate that its enforcement and supervisory decisions have been—and will remain—free from foreign pressure or interference,” the lawmakers added. “The involvement of a PRC national who the SEC believes may reside in Hong Kong raises a set of questions regarding the susceptibility of the SEC to potential foreign influence.”

Among the largest reported holdings are two stakes, each over $50 million, in the Juggernaut Fund LP, a private investment vehicle. Warsh also reported $10.2 million in consulting income from the investment office of billionaire Stanley Druckenmiller.
Additional assets are held under THSDFS LLC, with around two dozen individual positions, each valued up to $5 million. Senator Thom Tillis of North Carolina has stated his intention to hold up any vote on Federal Reserve nominations until a criminal investigation involving current Fed Chair Jerome Powell is settled. Tillis has publicly asserted that no nominees will advance until the Department of Justice completes its review. In his words,

Ether.fi joins DeFi United and contributes 5,000 ETH to support coordinated cross-chain security response. Ether.fi has disclosed its full response to the April 18 rsETH exploit that affected Kelp DAO. A forged cross-chain message released approximately $292 million in unbacked rsETH during the incident.
No systems on the platform were directly compromised. The EtherFi Liquid vaults also had no direct exposure to rsETH.
The event exposed a critical vulnerability in DeFi cross-chain messaging infrastructure. This led the protocol to execute a protocol-wide security hardening across all 20 chains where weETH is deployed.
Three-Layer Security Hardening Deployed Across weETH Pathways The root cause of the exploit was a single-DVN configuration lacking redundancy. Ether.fi’s bridge had previously enforced two or more DVNs on all pathways. Still, the incident triggered a full review and three concrete hardening measures.
The first fix involved message library pinning on every weETH pathway. Ether.fi pinned the SendUln302 and ReceiveUln302 addresses into weETH’s OApp-specific configuration slot.
This blocked LayerZero’s multisig from swapping in a library that bypasses DVN verification. The fallback path has been fully closed across all chains.
The protocol then pinned its four-DVN set and raised the verification threshold to 4/4. Every inbound weETH message now requires attestation from all four DVNs.
A single malicious or unavailable DVN halts the message rather than being bypassed. LayerZero independently reviewed and confirmed the updated configuration.
Furthermore, the platform tightened per-route rate limits across all bridge contracts it controls. Each source and destination pathway now enforces a conservative inbound and outbound weETH cap.
These limits sit on contracts fully controlled by the protocol. They remain effective regardless of upstream bridge provider behavior.
Chain Deprecations and the Formation of DeFi United Beyond the immediate fixes, the protocol is evaluating a second independent bridge provider to reduce systemic risk. Chainlink CCIP and Wormhole are currently under consideration alongside LayerZero.
Cross-chain weETH messages would then require attestation from a quorum of providers. This move eliminates single-provider dependency entirely.
Following a systematic L2 risk assessment, ether.fi is deprecating weETH bridging on eight networks. Scroll, Swell, Bera, zkSync, Mode, Blast, Morph, and Sonic will be deprecated effective end of June.
To close the coordination gap in DeFi, ether.fi is joining the DeFi United collective. The coalition brings together Aave, Kelp DAO, LayerZero, and ether.fi.
Shared security standards and coordinated incident responses are its core focus. This approach ensures no protocol faces a cross-chain failure alone.
The EtherFi Foundation is contributing 5,000 ETH to a dedicated DeFi United relief vehicle. Other partners in the collective are also contributing alongside ether.fi. When future failures occur, the coalition aims for the ecosystem to respond as one.
